I get your overall tone, and it's good. The only thing is the officer doesn't know how to articulate the issue the way it should be. Yes you're correct that the Police Department is open to the public. But can you go inside and just walk into the City Jail part?? No right, and the reason is because of Security they don't allow anyone except for inmates, and jail personnel passed a certain point. The same sort of thing goes for the parking lot, they have expensive vehicles with expensive equipment in them that can't be accessed by anyone but them. Hence the Security concern, and the restriction on who is allowed on that parking lot!!
