Nothing can solve dampness . Once the foundation was not done right with the right cement-soil- grade… water will always rise through the building .. any thing you apply will just be a temporary fix. It will come back cause the water will eventually degrade what ever chemicals applied on the wall …. New builders should learn this and make sure when they are building they get good buildiners to handle this from the start …. Olden days buildings don’t face this ..

the first solution here is dealing with the source of the problem, which is the capillary action of water or water from a leaking pipe.

when you want to apply your screeding on the wall you have to apply acrylic gum on the wall before you screed on it..

Just mix top bond with the paint ✅

It is caused by High level Alkaline(Salt) in the cement and dampness from the foundation. Firstly clean the wall properly, then apply 2 coats of Alkali Resistance Primer on the wall, let it dry properly then skim with Putty instead of POP material, afterward paint it properly.

please i recommend you to use Plam exterior & interior wall putty before paint,it can solved this problem.
