Could be pain, if you really want to be safe go have him checked out by a vet where they can give you a definitive answer. Don’t keep touching it though, he obviously doesn’t like it and continuing to do so could create trust issues

My dog was doing this like a week ago (also a frenchie) now she is perfectly fine. We took her to a vet and they said it could possibly be her neck and tried charging us 900 for a shot and some pills and we said no thanks because it wasn’t our normal vet, in a couple days she was back to normal. But still go see what it could be frenchies have lots of issues the best thing you could do is keep your dogs comfortable and try not to more him or her as much

He tweaked his back. Get him on meds immediately.. never let frenchies jump off of furniture.. keep him in crate rest for a month
