These aren't drains. They're natural spring canals that go through Shimabara and Hida-Furukawa. They're specifically there as a tourist attraction. It has nothing to do with keeping the cities clean. There are city workers who keep the canals clean and maintain the fish. They don't continuously dump fish in.

I believe he's confusing storm/water drains with sewage. sewage is likely in underground pipes and this is simply either a well/spring fed cannal or a storm drain
