He resolved the 12 billion dollar debt for new york city by borrowing 12 billion dollars from the state of new york. He didn't solve a deficit he increased there debt it would be like saying you paid off your car because you borrow the money from your parents. So he took a 12 billing dollar loan from the state of new york. He may have balanced the budget on paper for that fiscal year, but he did not necessarily fix the underlying deficit. If the solution was taking money from New York State, delaying obligations, or shifting payments forward, that is closer to refinancing/bridging the problem than eliminating it. He did not truly erase the deficit; he closed the budget gap using outside state support and temporary financial maneuvers, which may push the problem forward rather than solve it permanently.
