Again , light CANNOT slow down, it just takes more time to reach destination (at the same speed of light) because it bends inside mediom( glass material in this case).

This is kind of a plot point in Artemis by Andy weir, the guy that wrote the Martian and project hail mary. I just finished it literally like half an hour ago. It isn't hollow like this but the idea is a fiber optic cable that's lossless, ZAFO, zero attenuation fiber optic
