started making these. before added the elastic to the top of the shorts.. I tried them on and they are wayy too small! what did I do wrong? I traced my shorts.. should I have stretched out the elastic in my shorts while tracing?? or is it the material. I am using cotton

How do you know how much elastic to use ? Like when you measure the shorts do you stretch the elastic or let it be slightly loose ?
