I can't tell if this is satire or not, but the whole point of Charlie's character is that none of this is actually done out of the goodness of his heart, he's not a good person, he wants to look like a good person, he thinks he can buy his way into heaven just by doing good deeds, the problem is Charlie doesn't actually care about what he's doing or even if he's actually helping anyone, just if it makes him feel good and by that extension he thinks he is good to get into heaven
