Ethiopia–South Africa Migration Crisis Requires Regional Response, Not Border Controls Alone August 20, 2026 The growing migration of Ethiopians toward South Africa requires a coordinated regional response that addresses the underlying causes of migration rather than relying primarily on tighter border controls, arrests and deportations. Migration along the Southern Route is driven by a combination of economic hardship, limited employment opportunities, conflict, climate-related pressures and insecurity. Migrants also face serious risks during their journeys, including human trafficking, exploitation, violence, abuse, detention and other forms of vulnerability. Jobs and livelihoods at the centre of the response One of the most important measures is to expand economic opportunities in Ethiopia, particularly for young people and communities experiencing high levels of outward migration. This should include increased investment in vocational training, agriculture, small businesses, entrepreneurship and youth employment. Young people should also have better access to finance, markets and business-support programmes that can provide sustainable alternatives to dangerous irregular migration. Expanding safe and legal migration pathways Ethiopia and South Africa could also strengthen cooperation on regular migration opportunities, including exploring bilateral labour-migration arrangements. Creating legal recruitment channels for sectors experiencing labour shortages could reduce migrants’ dependence on smugglers and unregulated recruitment networks. Governments should also provide reliable information about legitimate employment opportunities, visa requirements and authorized recruitment agencies. The International Organization for Migration (IOM) has emphasized the importance of expanding regular migration pathways and strengthening bilateral labour-migration cooperation. Tackling trafficking and migrant smuggling Human trafficking and migrant smuggling remain major concerns along the Southern Route. Ethiopia and countries along the route—including Kenya, Tanzania, Malawi, Mozambique, Zambia, Zimbabwe and South Africa—need stronger cooperation to identify and dismantle trafficking networks. Authorities should investigate and prosecute traffickers and corrupt facilitators while ensuring that people who are trafficked receive protection, assistance and appropriate referrals rather than being treated solely as immigration offenders. Protecting migrants along the journey Greater protection is also needed at major transit locations. Governments and humanitarian organizations could establish or strengthen protection and assistance centres where migrants can access food, shelter, healthcare, legal information, interpretation and referrals for protection services. Cross-border referral mechanisms should also be developed for people experiencing trafficking, violence, exploitation or other serious human-rights violations. Strengthening protection in South Africa South Africa has an important role in ensuring that migrants and people seeking international protection can access appropriate legal and asylum procedures. Improving documentation, providing clear information about legal rights and reducing unnecessary or arbitrary detention can help ensure that vulnerable migrants are treated with dignity and in accordance with applicable law. Supporting voluntary return and reintegration For migrants who choose to return to Ethiopia, return should be safe, voluntary and dignified.
