The officer should’ve arrested the man in the red both officers really didn’t know how to handle the situation should’ve looked at the video told the guy in the red to turn around and put handcuffs on him that was a simple call

she wasn't there... but she WAS there when the complainant said his phone was stolen. she WAS there when the thief had the phone in his possession. that is probable cause... but police are allowed to selectively enforce the law.
