Tracing itself isn't automatically a bad thing. It depends on how it's used. Tracing to study anatomy, practice poses, or learning is very different from tracing someone's original artwork, using the same colors, and making it look nearly identical to it. People will have a problem with it you're copying the artist's creative work instead of using it as inspiration. The problem isn't tracing to learn it's tracing to copy or deceive other people. Tracing for education and practice is just one way of learning. Some artists recommend tracing anatomy or poses to better understand proportions and body structure. Personally, I don't really trace. I look at a reference, memorize it, and then draw it from memory. After that, I compare it to the original to see what I missed and improve. That's different from tracing because I'm not drawing directly over someone else's work.
