One thing that might help is intentionally only buying new pieces that fit really well. Not too baggy not too tight. I felt like i never looked right, turns out nothing fit me lol

ditch the tank tops. The cut of the shorts is not doing a lot. Find some cute tunic top/blouse sort of summer things. Talbots, jcrew, lands end, llbean has all made them for years. eBay. Denim is hard to get right in shorts. Try navy twill.

Wear black or grey muted pants. That tends to look put together more along with a pop of color. Also the cut of those shorts doesn’t sit right with me. Either shorter shorts or longer pants would look better

personally i try to mix up the fit of clothes i’m wearing, loose top and tight bottoms or tight top and loose bottoms. or i will wear a tight top and tight bottoms with a loose jacket or flannel to keep my body shape from getting lost. i agree with everyone about accessories!! they’re key to making any outfit look more put together, you’re doing great!!! i feel like this is such a weird style transitional period from teenage style to adult-ish style, (i’m 22 girl i feel this struggle) but i will say embrace fancier clothing!!! it is not your enemy and it IS really fun to dress up, try a bunch of different things and find what feels best for YOU! have fun :))
