Roger left breadcrumbs for Luffy to follow. All he had to do is follow them while Roger was busy leaving those clues and discovering what Luffy currently knows. Roger is the Pioneer. Roger and his crew were the first in their era to have learned the truth which the 5 elders and Imu were trying to erase.

My guess is Shanks never intended to get it back. I think he as everyone else, saw Roger in Luffy. And as Roger gave Shanks the Hat, Shanks gave it to Luffy with no intention of getting it back. The hat belongs with Joyboy. And that hat made it to the right head already. It'll stay with Luffy until his time is over and the search for the next Joyboy begins. If there will ever be another. If not, the hat either goes to the grave or goes to anyone who can keep the spirit alive. I have a theory that the hat might actually be part of The One Piece.

I think shanks never actually meant for luffy to give the hat back like his arm he gave up it for the next generation just gave luffy a goal to achieve and motivate him to become that great pirate
