It is literally included in Dennis O’Neil’s Batbible that he made all Batman writer read and adhere to during his time as editor at DC comics along with a lot of other insights to the world and character. He is largely responsible for transforming Batman into the character as we know him today and is just a legend across Marvel and DC comics as a whole. Anyone arguing with this explanation is wrong
