The decision to restore and rehabilitate the park was made by the National Park Service, with restoration planning and phased preservation efforts dating back to the early 2000s. Major rehabilitation of the lower plaza and fountain began in 2019, continued through multiple administrations. Credit belongs to the engineers, preservation specialists, construction crews, and public servants who worked on the project over many years, not to any single politician.
