it's a peliter cooler. that plate is cooler, however the plate on the back side is warm. the temp of the air hitting you is essentially the same. it's essentially a parlor trick.

its a regular fan... you just have to place the fan on you to feel the coolness .. its doesnt cool the air.... HOPE THIS HELPS

The metal part gets cold but it doesn’t blow cold air. You put it against your skin for cold contact.
