Wrong. When the clarity act passes Ripple will not be able to hold more than 20% of XRP. Currently, approximately 39.1 billion XRP are locked in escrow, which represents about 39% of the total maximum supply of 100 billion XRP. So they will have to distribute 19 / 20 % to be in compliance. THAT is the strategic distribution that’s looming. I believe I know where most of it’s going.
