@gmanews: After a spirited debate in the plenary, House Bill 8389, or the Anti-Political Dynasty Act, has been approved on second reading, the first time a bill tackling the issue of political dynasties has reached plenary debate and been approved on second reading. However, the consolidated bill principally authored by Speaker Faustino Dy and Majority Leader Sandro Marcos together with 155 House members is considered by some as a watered-down measure that does not fully comply with the constitutional provision banning political dynasties. But the bill’s sponsor, Lanao Del Sur 1st District Rep. Zia Alonto Adiong, says that based on the deliberations of the 1987 Constitution, discussions centered on regulation rather than outright prohibition. During the debate, Rep. Leandro Leviste proposed amendments such as expanding the coverage from the second degree to the fourth degree of consanguinity and including party-list representatives under the bill, issues extensively debated during the period of interpellation. Leviste’s proposals were rejected by the bill’s sponsor and by the plenary.
