I live on a lake and would never ever even think about yelling at someone fishing. I can even hear them talking early in the morning like they are right outside my bedroom during the summer and I just put my ear plugs in.

Public Access: If the lake is public, anyone who legally accesses the water (such as via a public boat ramp) can legally boat or fish across the entire surface of the lake, even the portions abutting your property.
