Is it legal to rent an apartment that features a closet locked with a padlock, to which you do not have access? The closet I am referring to is a utility room or a closet designated for the HVAC systems. To change the air conditioning filter, I have to wait for someone to come and do it for me. Louisville, KY.

I have from time to time because of water emergencies gone in because of a couple different reasons . 1. The water main is in said apartment 2.The actual leak is in the apartment
