So, what is the issue. They are probably confirming checksums after the file is fully downloaded. Statistically it may save a ton of compute.

These packets are less than 1KB in size each, and these merely update built-in services for internet browsing and widgets like Weather, News and some other shit. You'd get annoyed much more if you'd get an individual popup asking to update all that each time you boot up your PC. There is absolutely nothing of interest to common users, if they think that this is exactly what lags your computer, nor the hackers, for whom all this merely is digital junk. This video is an example of digital junk as well.
