Game Dev here, skirts aren’t manually animated, they’re completely handled by the physics engine. So, yes absolutely, there’s no excuse!

As an animator myself I genuinely CANT when someone says 'its hard to animate *anything in genshin*. not only are their models usually flat with 2D shading instead of actual shadows but also they dont use any sculpting, so no, the models arent hard to animate whatever you make on them is practically done to ensure no crashing and lag, its not low effort but it is low quality so all platforms can play it
