Actually life doesn’t start at conception it starts at ~24 weeks, as this is when it can live on its own outside of the mother’s body and gains consciousness (though extremely short term memory, so some argue that there is just feeling and no consciousness)

However, from a legal and moral standpoint, the concept of personhood — granting someone full legal rights and protections under the law — is generally tied to birth, which means the fetus cannot decide for itself. Not to mention that viability (the stage at which a fetus could survive outside the womb) usually begins around 22–24 weeks.
