The real answer is that quants at places like Citadel Securities are often specialized in their own research or strategy modules, rather than owning the broader PnL attribution and risk-control capabilities that quants at smaller prop firms or hedge fund pods are usually expected to have.

Basically they lack the capital and infrastructure- what give tge institutions the edge is ofc the knowledge but more so the custom hardware -fpga/ascis and the data and infrastructure for that data
