when you say "you don't throw the sand" kids of that age hear "throw the sand". they're developmentally not able to understand sentences like that. better to say "sand stays on the table"

I cant remember the recipe but the diorama community uses a glue and liquid mix that they spray on dirt in their models to seal it could really help keep this an inside toy

You could find a sealant to put on top of the sand, and then it would not fall off so easily so like spray on mod podge or something

If you mix glue and sand together it will bind in such a way that it will look and feel like sand, but will be much harder to pick off of the table. Or coat it in a ton of modge podge

You should try using the spray glue like they use on gravel for outside on it. It might keep the sand in place.
