Yeah, they didn't have a theme yet. This was originally made as an 8 minute animation as a kind of pilot IIRC. It was shown at a screening on April 18, 1998, while the show wouldn't debut on TV until May 1, 1999 and air regularly until July 17, 1999. The show was greenlit after the screening in 1998.
