It's almost heartwarming how he apparently wants a family. Or something that could resemble like that. In his own twisted way, ofc. Planning and having a child with someone is not an easy or minor task. Dottore is a monster & there is no doubt he would be a TERRIBLE father figure. But, it's like Feofan is always THE ONE in Dottore's first times trying to be more human/normal. Having a partner that is willing, not only to help you, but walk on the same twisted road you decided to take. Having someone you trust enough to protect your soul (not only on a metaphorical way) could be normal to a human being, but Dottore is a very selfish & paranoid person. Even if there was a contract between the two of them, Feofan could still decided to back stabbed Dottore. So, it's very impressive how much Dottore trusted him. normally, when you plan having a baby/family, you pick someone that you could call your "soulmate". To Dottore, that's seems to be Feofan. Maybe Zandik finally reached the level of intimacy with Feofan were is really wanted a family with him. A really twisted way to say to your lover "I would love to have a child with you and them being a perfect copy of both of us".
