They say public but it really isn’t if your not living in the course they complain about everything you do no matter what I was asked to not come back after a solo joined my foursome on the last hole. Mind you no one else was on the course it was raining and a crap day out. When we got to the green with 5 people I was asked to not return because it was my tee time. Absurd if you ask me
