This argument of Ibn Taymiyyah's ijma is based on the words of Ibn al-Munadi: "A consensus must be based on revelation, or on authentic hadiths and athar. A consensus asserted by a scholar despite the existence of numerous contrary proofs on the matter is not trustworthy and will not be accepted."
There is also a statement attributed to Ibn al-Munadi upon which Ibn Taymiyyah bases his consensus, which states the exact opposite of this consensus

I made a video about this; those words are not the words of Ibn Munadi, this quote ultimately comes from the works of astronomers. Whether Ibn Munadi actually included their quote in his works or whether Ibn Tay misattributed it to him is unclear. It‘s unclear whether Ibn Munadi claimed there was a (theological) Ijma on this.
