Sweden once had this "traffic safety experiment". It photographed speeders to issue fines and recorded compliant drivers to enter them into a lottery funded by those speeding tickets. I like the idea of fines based on your income but imagine if there was a lottery rewarding compliment drivers.

My Saturn couldn't even make it up a steep hill on a storm day, it was good times lol Also, shout-out to you making amends through restorative justice. I was a caseworker, some of the contracts were no joke!
