Hypothetically if you put the glitter on before the entire tattoo process and cut the next shot to wiping off the tattoo to the fresh tattoo reveal it could work without risking infection.

I was gonna suggest edible glitter which wouldn't be as potential toxic but even that apparently can just introduce bacteria which is the main issue. this is because tattoos should be treated like freshly opened wounds
