I would 100% look into a duney slip leash. My dog does AMAZING with it. And I like that you can turn it into a gentle lead if they’re really distracted on the walk.

You're doing a great job! Don't worry about the loose leash walking just focus on like you were doing having the dogs not bolt in front of the stroller and just focus on them not pulling you too much. Also, if you feel like walking two dogs at once is too much you could always go on a morning walk and then an evening walk and alternate which dog.
