I think you answered your own question. I don’t think this is your forever home. Some people don’t mind neighbors so close but others want nature and privacy. Your home is your safe place. For now put some privacy film up and call it a year or 2

Are you allowed to landscape or is that controlled by your association? If you are then you will want to find some plants to screen off the other properties with evergreens or plantsbthatbdontbdroontheirnkeaves. - this will help your 1st floor issues. For your second floor you should look at window treatments.

I honestly couldn't live that close to someone especially when it's my permanent home. you have no privacy and the views are sadly missed. personally I would surround myself with land spacious enough to have a home with the views.
