Not "Is there flexibility?" but "What flexibility is there in your offer?" an open-ended question never gets a "No."

"No, there is no flexibility. That is the rate," has been the response when I say this the last 4 times.

You don't "hope" for 15-20% higher, you show them where the market is paying with your skills and experience.

I got a job offer once while I was in a boring excel class at a local hotel ballroom. In the hall, I countered with 15% more as my request. The recruiter wrote me a back and said if I could justify it in a few paragraphs they'd push it through. I typed out paragraphs on my phone and sent it back and I got what I'd requested! Later on they said they were swamped with writing justifications and me writing it out was what they used on their documentation for the approval chain.

Pose it as, “what would it take to bring it up to $XYZ?” A binary question = they can just say no immediately and it’s much harder to segue back into negotiating, if you can at all.

The math. 15 to 20 percent higher 🤔??? Why not directly: “ . . .20% higher”

And with whom did you negotiate that salary raise? As a hiring director I know damn well both myself and HR can’t make that happen in 90 seconds

Normally you need to know the salary rate before even going to your first interview, when you get the job offered then you could ask for a bit more and there are 2 scenarios one they say no and thats fine, second they will provide the rate u ask, worst scenario you not hired

a recruiter offered $42/hour. I asked for 50 and they countered with 75.
Worst they could have said was no.
