a lot of time though when they have that lower price is because they're trying to upset the shipping cost when you're at Amazon member you get the free shipping yes you pay more for the product but then you get free shipping and the other one you pay less for the product but you pay for shipping and it may not be in this case with that but I've seen a lot of times like that and it's really stupid it's like come on make it one price for everybody no matter if it's free shipping or not

Learn how Amazon works. Amazon lets other people sell stuff on their site. Those $21 sharpies were shipped by Amazon but sold by "the mega deals" (seen below the buy now button). That means the third party seller shipped their stock to Amazon's warehouse and they will handle shipping. When you switched to incognito the default seller was different and it gave you a different price. Most likely it chose a listing that was shipped and sold by a third party. Meaning it wouldn't ship from an Amazon warehouse and so it would take longer to get to you. Or it was a listing that was shipped and sold by Amazon (meaning it's not a third party seller at all) but they are back ordered and won't have the item for a while. You don't have to view the page in an incognito window to see these options. Below the buy it now button there is a section that says something like "show other offers" and you can compare and contrast all you want.
