I’m 100% Japanese and I’ve lived here for 25 years. I’ve never once been told off for eating while walking, and I do it all the time. Please don’t overthink what might be considered rude in Japan. Life here already comes with plenty of stress and social pressure as it is

Most marts dont allow you to eat in the store or outside their store. So walk and eat was the best way.

As long as you’re not like eating a bowl of ramen or soup while walking you’re fine (I’d say if you need chopsticks not good) - people eat little snacks like taiyaki that’s totally fine and it’s also sometimes the main attraction in some places - like Kamakura !

I think if you have those kind of rules you should lead people to where to sit and eat. Even sitting and eating outside somewhere, I felt judged. You are not allowed to smoke but there is no signs where to find a smoking spot. You are essentially not allowed to do anything at the street - just walk, don't smoke, dont eat, dont talk, don't walk on the wrong side. Very sad because it makes it so difficult to just experience and enjoy the country. I respect the rules but still it took a way a lot imo.
