March 17, 1991: An all-Union referendum on the preservation of a renewed USSR. 76.4% of voters supported preservation, but six republics (Lithuania, Latvia, Estonia, Moldova, Georgia, Armenia) boycotted the vote. August Coup (August 19–21, 1991): An attempt by conservative forces (the State Committee on the State of Emergency, or GKChP) to preserve the Union by declaring a state of emergency failed due to resistance in Moscow led by Yeltsin.
