So my parents have a house in Greece. They are retired collecting pension. They go every year for 5 and a 1/2 months. And then come back to canada yes, they transfer money there to pay their bills for their house there, but they come back before the 6 months is up. so in other words , canada can't do shit to them

100%. If you have genuinely left Canada for other economic pastures, it makes zero sense NOT to inform the CRA you have left because Canada taxes on the basis of residency and not citizenship (as the US does) so you WANT to be considered a non-resident for tax purposes in the CRA’s eyes. I left Canada 4 years ago and made damned sure I met the means test for being deemed a non-resident. I contacted the CRA to make sure they agreed and deemed me a non-resident. I’ve also called them every year or two to make sure my status has not changed.

I left Canada. Never opened a bank account abroad. Retained my old mailing address. Filed my taxes annually. 5 years later I advised CRA of my status, and they hardly believed me.
