Then look at other things, site is needed for works van to park, ok you said it’s 21:30 so they could have maybe come down at certain times, But then look at all that muddy water at the kerb side, The second the site is lifted and vehicles drive through it you’re going to piss someone off for making more mess, TL are up for a number of reasons and one is to have the site cleaned when all works has finished

Understood until the works are started the traffic lights are unnecessary as they have maintained a minimum of 1 Meter for pedestrians in the footway, however once engineers are on site the traffic management is necessary for the engineers parking whilst completing the repair and backfilling/reinstating the hole.
