People need to realize that the billion dollars didn’t go away. It was a physical manifestation with no conditions. The reason Nikki was set free was because the wish was reliant on the existence of Bear, the freaky Nikki needed Bear to exist in order to love Bear, the billion dollars didn’t need Ian to exist. Also Curry Baker said it’s all still there.

Ok but like in interviews the director says that one wish willows are a known thing in society. A bunch of people saw her acting the way she did and she/her lawyers could make the argument that she was under a curse from a one wish willow and would have never done anything if not influenced by it
