What Puntland Was Puntland was established in 1998 as a federal member state of Somalia. Its purpose was to provide stability in the northeast while the rest of Somalia recovered from civil war. It was a waiting room - a temporary arrangement designed to preserve the possibility of a united Somali state. For 28 years, Puntland did its job. It built peace.
