𝐒𝐓𝐀𝐓𝐄𝐌𝐄𝐍𝐓 𝐎𝐍 𝐀𝐋𝐋𝐄𝐆𝐄𝐃 𝐏𝐎𝐋𝐈𝐂𝐄 𝐁𝐑𝐔𝐓𝐀𝐋𝐈𝐓𝐘 𝐈𝐍 𝐒𝐈𝐘𝐔, 𝐋𝐀𝐌𝐔 HAKI Africa is deeply concerned by disturbing reports and images emerging from Siyu Village, Lamu East, alleging excessive use of force and police brutality against residents, including youth and school-going children. The reports and testimonies received point to acts of violence against unarmed civilians, raising serious constitutional and human rights concerns that cannot be ignored. We further note with concern reports indicating several casualties following today’s incident. The use of force by law enforcement officers must at all times remain lawful, proportionate, and accountable. No Kenyan should be subjected to torture, assault, or degrading treatment under any circumstance. HAKI Africa calls on the Independent Policing Oversight Authority - IPOA KENYA to immediately and independently conduct investigations into the incident to establish the facts and ensure accountability for any officers found culpable. We also urge authorities to ensure victims receive urgent medical assistance and protection from further harm or intimidation. The Constitution of Kenya guarantees every person the right to dignity, security, and freedom from cruel, inhuman, or degrading treatment. These rights must be respected and upheld by all state agencies, including the security officers.
