you are ignoring the fact that the 13/50 is wrong and biased, but towards white and not blacks. In crime statistics Latinos and brown are all grouped with whites, and many black or mixed people are regularly registered as white too to not make the population too racist. If people saw the actual number they would be more racist than 1800 slave owners. You can see many video about it online or just open the website of your nearest prison and limit the search to white, then look at the mugshots.
