This is wrong, if it rains the states don’t own the rain. This country is so screwed up and corrupt to say people can’t catch water to protect their houses and water they garden by catching the water. Only reason they are doing this is to make you pay for the water from the state instead of the free water they collect. This is a government problem not the people.

Sue the state for there water falling on your property as it was not asked for and they are responsible for the things that own and that means if it is the states water keep it on state owned property.
