they must be as any club in the european competitions features in FC 27, regardless of their league, Qarabağ is in the Azerbaijani league but has multiple times been featured in the game. It is also possible that Liga Portugal 2 gets added.

fun fact, this happened in 2000's too but with a THIRD division of portugal with leixões, they went to europa league as a 3 division side, but they lose the final against sporting in the cup, back in the day the 2nd place also given a place in europa league

It’s not real UEFA competitions if all the clubs aren’t featured, UEFA will cut their involvement unless EA add them either as ROW or in the Portuguese league
