This is untrue. It is either the governor does not know how government works or he is just lying or for want of better word making excuses. There are qualified and experienced engineers in the Ministry of Works that monitor and inspect the contracts awarded by the government. These engineers and other professionals in the Ministry of Works of the State are the persons who prepare the bill of works and other documentation that relates to any projects that the government undertakes. They also monitor the project or act of project mangers for the project to ensure that it is done as per the contract. So the Commissioner cannot just tell the Governor that certain projects have been completed. He needs to produce and present certifications from these civil servants and signed off by the contractors that the construction has been completed. Also the AG may need to be involved because it is a contract prepared by the AGs office.
