the problem in Kenyan systems isn't lack of visibility or technical detection it's institutional response African American people have smoke detectors, and the running joke is people ignore it, they let them run out of battery life and don't really act on it for the most part We know the problem exists, the problem is actions to stop or reduce these fraudulent cases
