if you look at the St Louis Metro as a whole which includes Metro East, Festus would be considered part of St Louis Metro as a far south suburb even though it is located in a different county so it is definitely part of the St Louis Metro just like Arnold.

Festus is kinda an xurb of St Louis. This is why it's getting a decent amount of press. If they tried to do it near Hannibal I doubt it would get as much media.
