the Custodes plan for killing every Primarch cause they don't trust any of them. They see every Primarch as "a flawed weapon" only reason they are focusing of Robute is cause so far he the one they know about.

They believed the Emperor was using their dreams to make his will known after he ascended to the Golden Throne. Diocletian fought in the War Within the Webway alongside the Emperor himself, survived the Siege of Terra, and went on to write a tome called The Master of Mankind, filled with his dreams and memories of the Emperor that would still be read by the Custodes 10,000 years later. The man hated the Primarchs for what they had done to the Emperor and his dream. He even contemplated killing Guilliman out of rage when they met. But he never stopped dreaming. Which raises an interesting question. If the Emperor is fully conscious on the Throne and still finding ways to communicate, what has he been telling Diocletian for 10,000 years?

Yeah Custodes, good idea to ruin the imperium more. The Lion is also back. Killing Guilliman will only anger him more. Not to mention that half of the Space Marine chapters are loyal to Guilliman. The Ultramarines, all of their chapters and the blood angels would come to help him. At some point they need to grow up.
