The mistake had to break the world and affect its people, not the Avatar personally. the past lives affects only the Avatar, so that wont be the error from Korra that Pavi will fix. We actually dont know what world affecting error Korra made.

Hear me out. If Vaatu was absorbed back into Raava when he was defeated, then Raava and Vaatu become one and the same until the darkness splits off. So Vaatu's essence is a part of Raava's essence. Raava holds the essence of all four elements. Vaatu probably gains the essence of the four elements simply by the nature of having been part of Raava. Then he splits from Raava upon Korra's death, and inhabits the other twin. Easy simple explanation.

The first avatar created a new world for all humans, giving birth to a 10,000 year old history and gaining. That history didn't just get erased like Kora's past lives. So the humans ain't gunna just forget the fuck-ups Kora did. Kora's failures will be remembered for 2-3 hundred yrs. Kora's greatest failure! Was not recognizing/understanding/and studying her spiritual connection early on.....as was constantly suggested to her by her teachers🤨
